Why it adds up here.
Focus on Energy pays for each fixture on a networked system, in retrofits and new buildings, inside and out. It also pays for a system configuration report, the record of how every device was set up.
- The system has to be on the DLC list for networked controls, with occupancy sensing, zoning and fixture-by-fixture control working.
- It can't be stacked with other controls rebates on the same fixtures.
- Installed in 2026? Apply within 60 days of finishing, and by January 31, 2027.
- Custom projects need a Focus on Energy advisor before you buy.
Upgrading lighting anyway?
Wisconsin moved to the 2021 IECC on September 1, 2025, with its own changes. It leaves out the model code's occupancy-sensor rule. Lighting still needs to shut off on a schedule, turn down by at least half, and have its own controls near windows.
A renovation comes under these rules once half the fixtures in a space are replaced. New buildings also have to earn efficiency credits, and fully dimmable, individually addressed digital controls are one of the listed ways to earn them.

In Madison, tune-ups include lighting controls.
Madison's Building Energy Savings Program asks commercial buildings of 25,000 sq ft or more to report energy use every year. At 50,000 sq ft and up, a building tune-up every four years checks lighting controls along with heating, cooling and hot water. The first tune-ups, for buildings over 100,000 sq ft, are due in October 2026.

We design remotely and ship the kit set up and labeled by room. A local electrician installs it, and we test on site or remotely.
Questions owners ask.
Does my utility take part?
Almost certainly. Every investor-owned utility in Wisconsin funds Focus on Energy, along with about 100 municipal utilities and co-ops. A few run their own programs, so we check yours from the address.
Does Wisconsin's code require occupancy sensors?
No. Wisconsin's version of the 2021 IECC leaves that rule out. It still calls for shutoff on a schedule, a way to dim by half and daylight controls near windows.
When does a renovation have to meet the lighting rules?
When it replaces half or more of the fixtures in a space, or adds lighting power.
What changes in 2027?
Focus on Energy starts a new program cycle on January 1, 2027, and the 2027 catalog isn't out yet. Work installed in 2026 has to be applied for by January 31, 2027.
